Makara is the sea-goat — a mythological creature that is half-goat (the mountain climber) and half-fish (comfortable in depths). Capricorn is Saturn's own sign (Aquarius is the mool trikon; Capricorn is more practical and outward-facing). It is movable earth: not the stable, accumulating earth of Taurus but earth that is actively ascending — climbing, building, achieving.
Mars exalts here at 28° — an initially surprising placement given that Mars names Saturn an enemy. But Capricorn provides what Mars's own signs lack: structure and long-term planning.
